On the Absheron peninsula the district matters as much as the house: price, infrastructure and future liquidity all follow from it.

Where the market stands

In the summer of 2026 a sot of land in the seaside belt — Mardakan, Shuvalan — costs 15,000–35,000 AZN and prices are holding. Meanwhile inland settlements are falling: in Mashtaga and Ramana a sot slid from 2,500–3,500 to 2,100–3,000 AZN. The reasons are weak water and sewer lines, traffic, and paperwork problems.

Heavy rains last spring exposed the settlements with poor infrastructure. Analysts expect autumn prices to drop 8–18% in low-lying areas with high groundwater and no drainage, with liquidity — how fast a house sells — down 25–30%. In higher, fully serviced areas such as Mardakan and Shuvalan, prices are expected to rise 3–5% instead.

Buyers now look at the drainage of the plot, not only at the floor area. The best test is to visit after rain.
