Municipal vs state documents: difference and status
In listings you see: «municipal document», «state extract», «power of attorney». These three are not the same and carry different risk. 2026 document types and conversion.
1. State extract — the only full ownership
State registry extract (e-mulk.gov.az) is the only full confirmation of ownership. Banks give mortgages on it, courts recognise it. Anything else is a transitional status.
2. Municipal document — partial
«Municipal document» is a usage right, not ownership. Usually on old houses (pre-1990s). Risks: 1) bank won't mortgage; 2) hard to sell; 3) must be converted within 5-10 years. Conversion to state extract: 800-3,500 AZN + 6-18 months.
3. Power of attorney — not a status at all
«Buying by PoA» is a deal without documents. The real owner stays the same, you're a «manager». This is very risky — never buy this way. Accept only the full extract.
4. Conversion process
From municipal to extract: 1) Land must be «residential»; 2) Cadastre survey (300-600 AZN); 3) Municipal consent; 4) State fee 0.3% (~1,800 AZN on 600k); 5) Register (2-4 weeks). Total 6-18 months.

Document type defines the real price of the house. A municipal-doc house sells 25-40% below market. Looks cheap but without conversion — a lifelong risk. Accept only an extract.

- «Needs time to formalise» — becomes your problem.
- Documents in Russian, Soviet era — conversion required.
- Bank refuses mortgage — no extract.
