Cadastre in Azerbaijan: how to verify a house through the registry
«The papers are clean» is an expensive line to trust. In 2026 an Azerbaijani buyer can run a cadastre check in 30 minutes online through four state portals. What to look for and what the red flags are.
1. Four official portals
For Baku and Absheron: 1) e-mulk.gov.az — registry extract; 2) e-taxes.gov.az — encumbrances (tax); 3) e-cebhe.gov.az — court cases; 4) e-notariat.gov.az — confirmation of the actual owner. All four via ASAN İmza — minutes.
2. What the extract shows
Eight key items: 1) Owner and their tax ID; 2) Land classification — «residential», «garden», «commercial»; 3) Area in m²; 4) Cadastre number (XX:XX:XXX); 5) Boundary coordinates WGS-84; 6) Building area; 7) Encumbrances — mortgage, seizure; 8) Last transaction date.
3. Land classification — critical
A frequent Absheron problem: land classified as «garden», with a residential house on top. That is «unauthorised construction», a high buyer risk. Before closing the land must be reclassified to «residential» (fee 800-3,200 AZN, 2-4 months).
4. Encumbrances and restrictions
e-taxes and e-cebhe reveal: 1) mortgage — bank in the extract; 2) court seizure; 3) seller's tax debt — blocks the deal; 4) inheritance dispute; 5) administrative fines. All five checks — 15 minutes.
5. Boundaries and coordinates
Most disputes concern plot boundaries. The extract carries coordinates — check them in Google Earth: does the actual footprint match the plan? Any deviation above 0.5 m — call a surveyor (150-400 AZN).
