Buzovna is the district administrative centre: police, court, state polyclinic, 5 schools, 8+ supermarkets. Infrastructure stronger than Mardakan. 24/7 pharmacy, wide restaurant choice, public transport.

Sot: coastal zones — 55-95k AZN (Absheron's most expensive shoreline); inner — 40-65k. 260 m² villa: simple 700,000-900,000, mid 1.1-1.5M, luxury coastal 1.8-3.2M. Pricier than Mardakan — you pay for infrastructure and beaches.
4. Downsides — density and tourism
Two cons: 1) summer traffic and tourist crowds (3× denser than Mardakan); 2) coastal zones are «city-type» — dense construction. Family life is quieter in Mardakan-Bilgah.
